A long time ago, having a child outside of a marriage was uncommon and an unwed mother had little ground to stand on legally. This meant that getting pregnant by any man she was not married to would not automatically entitle her to compensation. Eventually, the courts would recognize blood test results, although sometimes the numbers were not always accurate.
